Developed a collaborative social networks to support change management processes in a pension reform process. Proficient in responding to diverse requirements, with expertise in implementing georeferencing and infrastructure status features in response to emergency situations. 

Demonstrated ability to create self-reporting systems for data collection and statistics generation, resulting in improved service delivery. The system was used for 6 years, managed the operation for 3 years.
